Option to set time entry suggestions as non-billable by default

Feature Request
I want to be able to make time entry suggestions not default to billable. Currently, I have to manually toggle it off for every suggestion, which is tedious. It would be great to have a setting to control this default behavior.

    THIS REQUEST WAS CREATED BY THE AI SUPPORT BOT. I SEE THERE ARE ALREADY TWO DUPLICATE REQUESTS FOR THIS SAME CHANGE, SO THIS ONE CAN BE DELETED

    Is there a way to merge all of the duplicate requests?
